When the signalbox is not on the station platform, the signaller can't tell if the train is ready to continue its journey by looking out of the window (as was the case traditionally). If they route the train then this prevents other train movements in the station area and can potentially cause severe delays. Hence "Train Ready To Start" plungers are provided so that the station staff can inform the sigaller that they can set a route for it to leave with a high degreee of confidece that it will then move with minimal delay. Typically the signaller sees a flashing blue or white indication on their panel / VDU oce the plunger (sometimes a key switch) has been operated with a train occupying the platform berth track; this continues to flash until the relevant platform staring signal is showing a proceed aspect

OFF indicators are provided on thos platforms where the station dispatch staff are unable to see the signal itself (due to length of platform, curvature or because the train itself is blocking their view if the signal is on the opposite side of the track. This illuminates when the signal is showing a proceed aspect. Before the train is authorised to leave (either by the platform staff or travelling guard as applicable to the site) the plaform starting signal or its OFF indicator must be observed so that the driver isn't told to leave in contradiction to a signal displayig Red which can be a causal factor for a SPAD.
