I've only looked at this briefly but my instant response is that you've only looked at " key design features that contribute to safety" from the sighting point of view.

What about structural integrity (adequate to hold the load, and a maintainer, and wind/snow loading) and any corrosion/vibrations, and for the whole expected life of the structure (fatigue) You could also comment on what trains are run on the line - if they have opening windows (Like Intercity125s, AKA HSTs int he UK) the structure needs to be designed to allow for an enthusiast leaning out the window!

When maintenance is needed, the position of the signal post or Gantry and its design affects the Maintainer's safety. Does s/he have a permanent ladder to climb, is there a safe working platform. If bulbs or LED units might need to be changed are there any sharp edges to avoid, or risk of electrocution?

Are lenses easy to clean, do they discolour over time, and so on.
What about safe processes for construction and decommissioning.

In the last part you have just a list of roles, and no comments on the skills. You omit a Signal Siting Chairperson, for examples, and the skills they need; or that the diver needs to have significant experience and knowledge of driving that particular line.
In the penultimate section you could have described whether the Signal Siting Committee use a simulator, or go out lineside, and the periscope needed to view the signal from the driver's viewpoint if waling lineside.

What you've written is correct but rather to narrow a focus to get good marks.
